RDC : réponse humanitaire de Caritas Congo en marge de la crise post-électorale

Kinshasa, le 05 décembre 2011 (caritasdev.cd) : Caritas Congo a procédé ce lundi 05 décembre 2011, au cours de deux séances de travail, au dernier réglage de sa réponse humanitaire en marge de la crise post-électorale éventuelle en République Démocratique du Congo. Cette réponse est la suite du Plan de Contingence Humanitaire élaboré à Goma, dans l’Est du pays, du 03 au 05 novembre 2011, par les représentants des Diocèses, de la Caritas Congo, avec l’appui des Agences catholiques opérationnelles en République Démocratique du Congo (RDC), rapporte caritasdev.cd.

Le Plan de Contingence Humanitaire a été annoncé au réseau par le Secrétaire Général de la Caritas Internationalis. Ce Plan se transforme à l’heure actuelle en un projet d’assistance humanitaire aux victimes de celle-ci en RDC. C’est ce qui a été décidé par les Agences catholiques opérationnelles en RDC et la Caritas Congo dans la première réunion du Comité de pilotage, tenue ce lundi 05 décembre 2011 à Kinshasa.

En vue de faire face à cette crise, Caritas Congo a signé un contrat de collaboration avec l’Unicef et le PAM, contrat qui sous-tend le travail de distribution de l’assistance que celle-ci assure. Caritas Congo a obtenu des Agences catholiques d’être appuyée dans la gestion et la distribution de l’assistance prévue en réponse humanitaire en marge de la crise pré-électorale en RDC. Il s’agit de CRS, Cordaid, Cafod, Action de Carême Suisse, Trocaire, Caritas International Belgique, Bureau International Catholique pour l’Enfance, Caritas Allemagne et Caritas Espagne.

En ce qui concerne la ville de Kinshasa, le PAM a chargé la Caritas Congo de distribuer 750 tonnes de vivres comme aide alimentaire à 68.000 personnes. En partenariat avec l’Unicef, la Caritas Congo va procéder également à la distribution des biens non alimentaires, des abris, médicaments et autres intrants de nutrition, travail qu’elle réalisera en collaboration avec la Caritas Kinshasa et le BDOM (Bureau Diocésain des Œuvres Médicales) Kinshasa, chargés de la mise en œuvre dudit projet. Caritas Congo mènera le plaidoyer pour la protection.

Dans le cadre de distribution des vivres en partenariat avec PAM, une cartographie de vulnérabilité a été conçue et des entrepôts ont été identifiés pour l’entreposage des intrants dans les paroisses de Kinshasa.

Pour les médicaments, l’Unicef a livré à la Caritas Congo depuis samedi 03 décembre 40 tonnes d’intrants de nutrition, de médicaments essentiels et des kits d’accouchement. Cela permettra d’apporter assistance à une population de 15.000 personnes et à 1.500 enfants qui souffriraient de malnutrition aiguë et sévère. Le PAM promet de livrer 111 tonnes de vivres pour 15.000 personnes et ceci en vue de contrecarrer la malnutrition aiguë modérée.

On note dans la Ville des regroupements spontanés des enfants de la rue vers des centres de protection, l’envahissement des ménages de certaines communes proches de la périphérie par des familles venant de celle-ci, le ralentissement de l’approvisionnement de la Ville de Kinshasa en denrées alimentaires et biens de première nécessité par les Provinces du Bas-Congo et Bandundu à cause de la psychose de la proclamation des résultats partiels des élections, la difficulté de la restauration des malades dans les hôpitaux qui, généralement, n’offrent pas ce service.

Caritas Invites Young People to Volunteer

New Secretary-General Tells of Experience as a Student

MADRID, Spain, AUG. 17, 2011 (Zenit.org).- The new secretary-general of the Church’s charity organization says that young people are a “powerful force” when Caritas responds to crises.

Michel Roy, who was elected in May to lead the confederation of charity organizations, addressed youth gathered in Madrid in an Aug. 8 statement.

He affirmed that their role in Caritas Internationalis is important, and told them that “Caritas organizations in 165 countries around the world are waiting to welcome you.”

Roy noted youth assistance in Japan, their help with the HAART program for AIDS victims, and their fundraisers in Europe.

“These young people don’t just provide a service, but they bring love, compassion and tolerance to their contributions to the work of Caritas,” he said.

The French-born leader noted that the current global context is difficult for youth, but he said the “Arab Spring” shows how “new generations everywhere can instigate change and can use new means to combat the old limitations of their societies.”

“At a time when the world seems darkened by economic crisis, social problems and instability, it is the young who bring fresh energy and who shine a light which can help guide us forward as one,” Roy said.

Memory lane

Roy told the youth of his own beginnings in Caritas — three decades ago as a student who found himself welcoming Southeast Asian refugees to France.

“That experience is one of those that drove me to get involved in the Church’s response to poverty and which made me understand the importance of making a personal contribution to the difficulties of others,” he said.

Roy continued, “I’d like to echo the Pope’s call when he says ‘the Church depends on you! She needs your lively faith, your creative charity and the energy of your hope.'”

And he told the youth that Caritas is there to help those who “need help and support and who are facing the world alone” but also that the Church’s charity groups are there “for those who would like the opportunity to offer their services to the poor.”

“You are the future for the victims of earthquakes, migrants stranded at sea and for all those who are poor and vulnerable,” Roy stated. “Together with your brothers and sisters at World Youth Day, you have the chance to build firm foundations of truth and solidarity for all.”

Journée mondiale de la jeunesse 2011 : Caritas a besoin de vous

ROME, Mercredi 17 août 2011 (ZENIT.org) – Dans un message adressé aux jeunes à l’occasion des Journées Mondiales de la Jeunesse de Madrid, le nouveau secrétaire général de Caritas Internationalis Michel Roy a invité les jeunes à s’engager pour les pauvres. « Vous représentez l’avenir » pour toutes les personnes en situation de précarité, a-t-il insisté en les invitant à « construire des fondations solides de vérité et de solidarité pour tous ».

Dans ce message, Michel Roy rappelle combien l’engagement des jeunes dans le monde est important. « Lorsqu’un grave tremblement de terre a frappé le Japon cette année, ils ont été nombreux à se rendre dans les zones dévastées pour offrir leurs services en tant que bénévoles », affirme-t-il. Mais ils ont aussi été nombreux à s’engager en Europe pour collecter des fonds pour Caritas : en confectionnant des gâteaux, en jeûnant, etc.

« Ces jeunes ne se contentent pas de fournir un service, mais ils apportent amour, compassion et tolérance dans leur participation au travail de Caritas », explique-t-il. Et ce, malgré « une époque difficile pour la jeunesse » où « le chômage et la précarité de l’emploi sont répandus dans de nombreux pays ».

« Mais le ‘printemps arabe’ a montré comment les jeunes générations de partout dans le monde peuvent être des agents de changement et avoir recours à des moyens nouveaux pour lutter contre les blocages présents dans leur société ».

« À un moment où le monde semble obscurci par la crise économique et l’instabilité, ce sont les jeunes qui nous apportent une énergie nouvelle et une lumière qui peut illuminer notre chemin à tous », affirme-t-il.

Dans ce message adressé aux jeunes le 8 août dernier, Michel Roy rappelle aussi le message de Benoît XVI pour ces JMJ, qui invite les jeunes « à répondre à l’appel de Dieu et à mettre leur foi en pratique par le truchement des valeurs évangéliques et de la charité ».

« Nous espérons que les personnes que vous rencontrerez et les expériences que vous vivrez lors de la Journée mondiale de la jeunesse renforceront votre foi et votre détermination pour faire face à l’avenir, comme une génération unie », affirme-t-il enfin.

Et de lancer une invitation à s’engager avec Caritas : « Tout comme les portes de Caritas vous seront ouvertes à Madrid pendant la Journée mondiale de la jeunesse, les organisations Caritas dans 165 pays autour du monde sont prêtes à vous accueillir. Nous sommes là pour ceux d’entre vous qui ont besoin d’aide et de soutien et ceux qui sont seuls pour affronter le monde, mais également pour ceux qui veulent s’engager avec les pauvres ».

« Vous représentez l’avenir pour les victimes des catastrophes, les migrants ballotés par la mer et pour toutes les personnes en situation de précarité », affirme enfin le secrétaire général de Caritas Internationalis. « Ensemble avec vos frères et sœurs à l’occasion de la Journée mondiale de la jeunesse, vous avez la possibilité de construire des fondations solides de vérité et de solidarité pour tous ».

Caritas launches Kenya emergency appeal

Caritas is appealing for 4 million euro (US$5.6 million) to help Kenya during its most severe drought in 60 years.

Over 3.6 million people are in need of emergency assistance but this could rise to 5 million as the situation worsens. Caritas will provide food and water and will also help farmers improve their crops and boost their livestock.

Alistair Dutton, Caritas Internationalis humanitarian director recently returned from a trip to Kenya and Ethiopia. He said, “People are very concerned about where they are going to get food and water from and also how they are going to provide water for their livestock. Short of migration, they have very limited options.”

Caritas will support 30 420 households in the 14 most affected dioceses of Kenya in its the eight- month emergency programme. This will include providing many households with two meals a day, 7.5 litres of safe water per person per day and nutritional help for the vulnerable and chronically ill.

Further measures include giving 13 700 resource-poor farmers drought-tolerant seeds for planting during the 2011 short rains in October and November and replenishing livestock for over 1,300 households. Caritas will also improve water harvesting and storage through the provision of tanks and assisting in the running of boreholes.

The overall drought situation in East Africa is at a desperate level with over 13 million people affected. Drought-hit countries include Kenya, Ethiopia, Somalia, Djibouti and Uganda. Last month the UN declared famine conditions in parts of Somalia.

“Somalia is the worst-affected country as there are no systems in place to help people whatsoever. The harvest failed and there is no State serving the people,” said Alistair Dutton.

Dutton says that one reason for the repeated droughts is because the counties have no way of retaining water when it does rain. Caritas focuses its long-term projects on initiatives that will help communities conserve and use water better such as ponds, boreholes and more efficient agricultural practices.

Caritas Zambia is saddened by the continued lies that are being peddled in the state owned media regarding an imaginary relationship between ourselves and the Patriotic Front which are being created by some individuals. While the peddlers of this imaginary relationship know the position of Caritas Zambia, they have chosen to ignore this truth and instead go with their own creations which are based on lies. Unfortunate as it may be, we as an organisation cannot stop them from pushing their agenda.

Caritas Zambia has taken note of these false allegations and lies that are being reported in the public media but we refuse to engage in confrontation with such individuals as their only motive is to distract us from our work. As stated before, we reiterate our position that we are Non‐ Partisan and we have never endorsed any political party and do not intend to do so now. As an organisation, we take the principle of non‐ partisanship seriously as one of our core values and that is why we always advise our members who have political interest to resign their positions in the organization.

Caritas Zambia would also like to appeal to the Electoral Commission of Zambia (ECZ) not to bow to pressure from these individuals who are burnt on tarnishing the image of Caritas Zambia by linking it to partisan politics. We have so far collaborated very well with ECZ and will continue to do so in order to complement their effort in the electoral process.

We have also noted with concern that the state media has allowed itself to be used by partisan cadres at the expense of creating a platform for constructive dialogue and setting the agenda for all politicians. The state owned media need not be reminded that they are financed by tax payers and are therefore answerable to the Zambian citizens. Therefore, they cannot get away with the kind of journalism that they are practicing where they even forget the basic practices in journalism such as getting the views from the other side in order to come up with a balanced story. What we are witnessing now is appalling and if not checked will lead to loss of public confidence in the media.

We therefore, urge the media, especially the public media to reassess themselves and begin to set the agenda for political discourse and promote healthy debate among stakeholders instead of carrying hate speech and articles which are only aimed at destroying organisations, political parties and the Church.
